exam pending at the time of joining govt service

Can I add the qualification in service record if my last semester exam pending (academic class completed) at the time of joining govt service and passes without intimating dept.can i apply direct recruitment on the basis of that degree

You can do both, but there is a right way to handle this administratively to avoid any future allegations of "suppression of facts" or misconduct.
Because you completed your classes before joining government service, you did not pursue higher education while in service. You simply cleared a pending exam. Therefore, prior permission to pursue the course was not required.

However, the fact that you passed it after joining and didn't immediately inform the department creates a minor administrative gap. You can still get it added by following to departmental procedures/rules in this regard.
Do not apply for a new direct recruitment post using this degree until you have submitted the written application to your current department to enter this qualification into your service book. Once you have the acknowledgment or approval of that submission, you are legally safe to apply for external exams using the qualification.
