whether CAT can hear cases of Central Public Sector officer's service matters?

Dear Sir,
Kindly confirm me whether CAT can hear cases related to service mattersof working officers ( i.e. pay fixation of officer on promotion/selection )of COAL INDIA LIMITED ( A Govy. Of India undertaking ) Public sector?
Has any amendment in this regard taken place in recently past one or two years.

While Ministry of Coal has been included in the jurisdiction of Central Administrative Tribunal, Coal India Limited which is a PSU has not been covered so far.

Please visit http://cgat.gov.in/department_wise.htm where the entire list of organizations which are covered under the jurisdiction of CAT has been given.
