if court has order to provide electicity supply to tenent and following the order if owner provides new meter for electicity supply to tenent..one whose name elecricity bill will be issued?

Bill will be issued on the name of the person on whose name the electric meter is taken. It can be in the landlord's name also, the landlord can recover the bill from the tenant or ask him to pay.

Read Order carefully
"Court has order to provide electricity supply to tenant"

Means Landlord will get supply on his name and and provide you.

It is not NOC for you to get supply directly.
It will be on Owner's name. He owns property. Tenants comes & goes. can go on changing!!

You should move to court to alter the order in extent that you are are ready to give consent if tenant apply electricity connection on his own name. Otherwise if tenant does not pay the ant of bill that he consumed you are not bound to pay for him.
