Stamp duty act payment for loan agreements

In an NBFC, if the company is head quartered at Mumbai and Two wheeler loan is disbursed to a person who stays in Delhi.

The stamp duty/franking charges for the loan documents shall be paid as per which state. Mumbai or Delhi?

As per Mumbai Stamp Act since the two wheeler company is there and loan has been sanctioned at Mumbai.
