If we purchase a good from outside the state i.e exempt in that state , what we will treat it
1. Interstate Purchases
2. Purchase Exempt

similarly if we sales goods to outside the state which are exempt what we will treat it
1. inter state sales
2. sales exempt

Whether the goods are exempt or not will not determine the nature of the transaction. Therefore, the transactions will be inter-state purchase and inter-state sales respectively.

Any goods moving from one state to another state can only be either inter-state purchase or inter-state sales, no matter whether tax-exempt or not.
