sale of property and society refusal to accept as member

I want to sell a flat through a power of attorney as i am residing out of india how is the best to do the same with power of attorney to avoid double stamp duty. because when i give powers to a friend i will have to pay stamp duty of the flat on power of attorney and on agreement of sale also which i dont want to do can i give power to my family members. Also should the the family member be of blood relation or can be a cousin etc. please advice urgently.
my other query is the flat which i am selling in unregistered with the registrar as the builder gave possesion with just and allotment letter / possession letter can the society refuse to give the noc as i have not registered the agreement between the builder and myself. Also will society accept the present buyer who is buying the flat from me once we register our agreement for sale without the first agreement between the builder and myself.
please advice urgently
