RTI jurisdiction

(Querist) 13 September 2010 This query is : Resolved 
To which State Information commission a complaint / appeal should be filed. Whether to the State IC where applicant resides or the State IC where CIPO office address falls or any of two at the choice of applicant.
Please advise.
