can a person who is registered with delhi bar council,can argue in another state for his client in some other state ? or do he need to register with that particular state bar council and then argue?

you need to look into the Rules and Regulations adopted by the High court of the said state.

though there is no bar on arguing the matter even if one is registered with bar council of another state.

but a few HCs have made rules that local lawyer shall also be engaged simultaneously.

I agree with the erudite opinion of Mr.Kumar even as I condemn such rules framed by the HC's as they subject legal practice to unnecessary curbs.

You may occassionally argue in other states. But if you shift practice to another state then you have to register in the Bar council of that state.
