In administrative procedding whether rules of civil procedure are applicable?

The provisions of the Civil Procedure Code are applicable to the civil suits only and may be applicable in entirety or in part to any other proceeding in case the enactment governing such proceeding provides so.

In administrative proceedings, evidence act is not applicable in its stricter sense. Otherwise principles of natural justice should be the basis of administrative proceedings unless there are rules/bye-laws etc.

The CPC 1908 is the very crucial in all the civil proceedings whether it is administrative or personal civil proceedings, except for Cr.P.C. The C.P.C is the heart of all the laws and used mostly in all civil matters whether it is of public administration.
Example: Sec 80 to sue a Government employee whether of any administrative power he has.
