Possession of under construction flat

I have purchased a flat under construction in August 2011 in Kharadi, Pune. Stamp Duty, Registration, VAT and Service Tax has been paid.
The builder has notified me that the flat is ready for possession, I will appreciate if someone can share with me:
1) The formalities for completion of the possession process i.e. are there any documents that I have to get from the builder, any government registration and taxes that I have to comply?
2) When do I have to start paying property tax? Does property tax become due from the time of possession of the flat or from the time of registration of the flat.
3) How do I register with the relevant authority for the property tax assessment and payment?

you have to pay property tax from date of delivery of possession by builder . generally assessment order is passed by muncipal corporation mentioning total Ptax for building and on each flat depending upon area mentioned in agreement

You have to insist for completion certificate from the Municipal Authorities. It will be given only to the builder. This is an important document. You will have to apply to the Municipal authorities to register the property in your name in their records enclosing the copy of sale deed and completion certificate given by the municipal authorities. They will inspect the property and assess the property tax. Thereafter you will have to start paying the property tax.
