Possession of Documents

In the case of a joint-venture development of land who should be in possession of the property title documents after the agreement and Poa are signed--the promoter or the landlord?

The owner of the property shall hold the Title documents, if such conditions are not expressly mentioned in the Joint-Venture Agreement.
