the workers whose name is mentioned in the muster roll of the establishment are called on roll. The worker whose name is not wrtten on muster roll of the establishment are off-roll. This is illegal to keep the workers off roll and this is offence punishable under the law. The off roll employees generally could not avail the facilities and dues provided in the different labour laws.
