Mutation extract

Hi,

1.I am buying a site in bangalore of size 30x40.
2.This site i am purchasing from individual, who had brought the same from private developer
3.This has been DC converted and has been approved by local planning authority.
4.I have got EC, katha and latest tax paid receipt, and i got latest RTC

5.He has not given the mutation extract for the land, in which his site is located

My question is "Is it mandatory to get the mutation extract " since it has been DC converted already
