Is gr manadetory for the mutation of a resale flat?

I've purchased a flat at Santoshpur,Kol-75, which is 8 yrs. old. I got the KMC NOC from the previous owner and as per the NOC there is no outstanding amount due. The NOC is based on the AV Rs. 14350 w.e.f 2/2008. I want to do the mutation of the flat in my name. As per the officer of KMC, it is mandatory to do the GR before the mutation. But I didn't see any information regarding that in the KMC website. Please let me know the actual rule behind this.
