how to cancel shops & establishment licence

this is in maharashtra;

we have joint;undevided ppty.one of the owner has died leaving 7 heirs [mutation not done 20 yrs.] it is noticed that wife of one of the heir could obtain the shop licence with out the noc either from OTHER OWNER who is ALIVE or FROM REMAINNING HEIRS OF OTHER OWNER[died in 82]

The format for obtainning licences requires the PERMISSION of OWNER ;which in this case is not given by anybody concerned with the ppty.

Is it possible to cancel the licence ? if so How? please guide !
