I want to know wther can there be an appeal by a perosn who is not a party to proceedings in L.G.C what is the state of the Judgement that is issued a perosn who is not a party to the proceedings

yes.if the judgement affects the third party he can definitely file an appeal aginst it seeking expunction of findings against him as illegal and violative of the principles of natural justice since they have been made behind his back. but the judgment will bind him in any way. it is left to the option of the third party.
