Whether PF is applicable to loading / unloading

Dear Experts

I want to know that whether loading/unloading from truck of textile goods are covered under EPF Act (loading /unloading are done by transporter only. )

If the transporting work is in relation with establishment,the loading/unloading employees are come under the perview of this Act.
