defamation suit on slander

Can defamation suit can be filed for slander after some years( in situations like where knowledge of slander is known lately )?

I also like to know punishment/fine for slander?

sir, in my case slander has been done 3.5 years back and I attained knowledge via publication published recently, am I in still position to file a DEFAMATION case?
