Is it possible to change the date of birth?

One of my friends joined a Central Public Sector Understanding (PSU) in the 2010. During his joining time he submitted his Matriculation Certificate as his age proof where his date of birth was mentioned as 08.06.1982. Later he found that his date of birth in his Birth Certificate obtained from Govt Hospital was 08.09.1983. As per certified standing order of the PSU an employee can submit either Matriculation Certificate or Birth Certificate as proof of his age. If my friend would submit the Birth Certificate as age proof he could do more years of service in the PSU as he could retire latter.
My question is whether my friend can apply now to the PSU to change his date of birth on the basis of Birth Certificate obtained from Govt. Hospital. If yes, how?

since the out come of the insistence is related to affect the finance and service conditions,the applicant need to file a civil suit to declare a correct date of birth joining the state and also all those who are likely to be affected by the result of the suit if the court makes a declaration upon holding the trial of the issue,necessary correction can be made

Request the department to make amendment and if request not accepted move to court as advised by the expert.

In such type of matters, the age is required to be got changed in the matriculation certificate which contains the date of birth and which becomes base for the further educational certificates. Once date of birth gets changed in this certificate, all further certificates can be got changed accordingly.

You need to make representation to the education board with the school from where you ha filled your matriculation examination forms and failing which file a civil suit and get the desired results.
