in one above subject and fact mater, one person like named a, cheat the other person like named b, now b give written complaint in police about that, now police get inquiry in that application and, take action on that application on IPC 151 against the person A. so now police do further fir on same application u\s 406'420 against A, or B approch court for that.

151 has something to do with unlawful assembly and not for cheating.
I guess police registered a case for breach of peace.
Move court to get relief.

Action under sec.151 cannot be taken against a single person as it provides for knowingly continuing in unlawful assembly of 5 or more person.
I think there is some missing links in your query. Please clarify.
