What are the reasons for which an assistant sessions judge cannot pass a sentence of imprisonment exceeding 10 years ?

Your question is incorrect , It is applicable to Judicial Magistrate First Class and Chief Judicial Magistrate First Class,
ASJ and SJ can impose death sentence,
