We un'stand that PF registration is compulsory if the number of employees is 20
Now the clarification required is..
if the manufacturing company having employees over 20; but where all the employees are drawing over Rs.6500/- a month, which is the prescribed limit by the act.
More over now the inclusion is for a person drawing over Rs.6500 is optional.
Now does it required to be registered since there is no contribution either from the employee or from the employer..
Pl. advise and comment.

Dear Visu,
It is not understood with reference to which you have made your viewpoints on the wage limit for the purpose of registration for PF, while as per EPF organisation, the following are the duties of an employer and no wage limit has been fixed for enrolement of employees for EPF and registration of the employer:
DUTIES OF EMPLOYER
Enrol ALL CATEGORIES of employees including the employees engaged by or through contractors and also piece rated, hourly rated employees.
Remit the contributions and administrative charges before the 15th of the following month.
File the initial returns of Form 9, Form 3(P.S.), form 5A.
File the monthly returns in Form 12A, Form 5, Form 10 and Challans for remitting the dues.
Maintain the contribution card in respect of each employee in Form 3A and submit the annual returns in Form 3A and 6A after reconciliation with Challans and form 12A.
The employer has to ensure that statutory dues in respect of contractors employees are remitted and returns filed.
Employer should attest the form No.2 and the claims forms submitted by the member/ legal heirs/ nominees.
Make available all relevant records for inspection of visiting officials with due authorisation.
HOWEVER, IF YOU WANT EXEMPTION FROM REGISTRATION, you can seek exemption from P.F. Scheme for the entire establishment IF THE MAJORITY OF THE EMPLOYEES also consent for exemption, subject to certain conditions governing grant of exemption and certain formalities.

In the given case, the coverage from EPF organization is must, however, if employees drawing wages more than Rs. 6500/- per month do no opt to be member of this beneficial scheme from initial point of their joining then they may be exempted otherwise institution has to follow all necessary say mandatory rules.
