Does India offer political asylum to the Turkish who may not want to be forced to go to war in Turkey...that is, forced to serve minimum time frame in the army for their country (also like in Israel).

There is no time-table like thing with the Government of india that persons from such and such country are entitled for political asylum in India etc.
Every case will be deeply analysed, examined and if found fit then and then alone the Govt. of india will either grant or refuse to grant the political asylum. Needless to say, government of India would take into account several factors, which may not be in the public domain.
So your question cannot be answered, rather no one would really know the answer. Only the Government of India will be in a position to answer and that too not on hypothetical basis but on factual basis i.e. once it gets an application seeking such an asylum.

Seeking political asylum in India of all countries? Narrate to him the story of Miss Taslima Nasreen if U cannot get him to meet her.I am sure he will prefer to go to war for Turkey rather than seek political asylum in India.
