Service tax & vat

Dear sir
i have purchased a flat in Thane & did the registartion on 31st march 2010, now builder is asking me for the service tax & VAT amount, but as per my knowledge that ammendement is applicable from 1st of april 2010.
Please let me know that really i need to pay the service tax & VAT for my property or it is not applicable for me?

if the amendment is applicable after your registration, you are not required to pay the same.
