Authority of Police to interogate

under which section Police has power to investigate or to interogate any person? What if one neglect or refuses to give response his inquiry? Is it duty bound to a citizen to provide information asked by the police officer/INvestigating officer?

see sections IPC 153 154. police has the authority to question/interogate for investigation. Arresting procedure is different and inquiry is different. Under an FIR regsitered against police has authority to invetigate and call for investigation to concerned persons.
