Filing a case against delhi jal board

I want to file a case against Delhi Jal Board for not disconnecting an illegal water connection for which many complaints have been filed with them. Where can I file the case? What costs I have to bear? How long will it take to get the disconnection through court? Is there any other alternative? Please suggest.

There is no time frame. You would have to file a WRIT in this regard only.

Also better to take action through RTI etc.
