EPF Accountability

I have a query about an Educational Institute.They were running their (four) Buses to pick their students earlier.Now they have decided to make a contract with their Driver to operate all the buses on a abc contract amount and the repair maint/Running cost will be bear by the drivers.now Two persons per bus are deployed by the drivers to whom this agreement has been finalised.Now is there are applicability of EPF & ESi are there & how it will complied & who will bear it.

To my knowledge, Act will be applicable even if contract is given but only on the wages paid. principal employer will have to take care of compliance in respect of such contract employees.
