E1 sales under cst

Hi, I am Debendra, want to know a dealer named X from odisha purchased material from a dealer Y of West Bengal. while material was on the way, changed the document on name of another dealer in odisha Z. Now the dealer X says the transaction is U/s 3(b) of CST Act. Whether dealer Z will issue C form to dealer X or not. And whether X will issue E2 declaration to dealer Z or not.

If dealer X in Odisha is in position to purchase and issue form C to Y of West Bengal ? If yes, in such case if X transfer title during movement to Z who also issues Form C to X. On receipt of Form EI from Y, X can claim exemption from CST under section 6(2) of CST Act 1956 on furnishing Form C and EI to Assessing Authority. Further if Z has also made sales on transfer of title during movement to another buyer, X can issue EII form to Z
