College donot provide certificates

hello sir/madam,
we are the students of lenora college of engineering
we pursued your mtech post graduation in 2021 and untill we wont get certificates from college, they demanding that we should pay entirefee because government feereburisment was not deposited, if we ask in spandana government portal there is low budget in ap due to that we are delay. but almost 2 years completed with out certificates how can we get a job
