Change of Date of Birth in Passport

Respected Experts,
One of me relative get issued a passport for her daughter when she was minor and that time a wrong date of birth was mentioned (reason unknown) in the application form and a passport with wrong date of birth was issued at that time. later on it was renewed also.
But all her academic certificates has actual date of birth and now she wants to go abroad for higher studies but due to mismatch of the date of birth she can't.
Please suggest how she can make a correction in the passport?

Make an application to the Regional Passport officer of your juridiction for making necessary amendments online and pay necessary requisite fees where the necessary form uploaded for changes of date of birth and to attach proof for change of birth alongwith to the schedule bank or Post office in your area who accepts those uploaded forms.

Applications for a change in date or place of birth are not entertained unless:
Accompanied by a civil order from a competent court of jurisdiction, or
The entry is incorrect due to an error/mistake by the passport issuing authority at the time of issue of passport, or
A competent authority issues an amendment or correction in the date and place of birth (the competent authority issuing the amending order should be the same authority whose certification was submitted at the time of first issue of passport such as Municipal authorities in the case of birth certificate or Educational board in the case of school certificates).

Even the courts would not normally change the date of birth. It is only the name that can be easily got changed and not the date of birth.

At that time school leaving certificate was produced as date of birth proof..
And can they surrender this passport and go for a new passport?
