Challenging sale of public trust property

We are tenants of a trust owner of a residential plot and the the building on it in JB Nagar constructed in 1960. We were in negotiation with the trust for convrting our tenancy in to ownership basis. However in 2006 with out ny intimation to us the trstees sold the building to a builder and they kept deal under wrap till late 2007. Whn we objected and went in to deep it was found that the trustees had sold the building at a lesser rate than offered by us. Due to this foul play we want to challange the deal as it is fradulent and deprive us of the opportunity to buy the building collectively. Our query now are as under:

1) Can we challange th deal in High Court?

2) Is there any time limitations ? Recently Asst. Charity Commissioner was arrested on charges of bribes and in our case as well Charity Commissioner is involved in granting permission for sale of lane and building thereon ?

3) Wheather we need to engage a Solicitor or even a lawyer will do for filing the case ?
