What is the procedure to get a certified copy of a Police station diary.

Respected Sir,
is any procedure mentioned in RECORD MANUAL? that If we put up a application for the certified copy of police station diary before the Sub-Collector, then sub-collector collect that paper from the police station by requisition and he give us the said document as a certified copy.
is it authenticated ?
(without follow the RTI procedure)
