thanks for answering my past queries and PM, hope I am not pestering you much;
Now, my much of confusion is cleared, pertaining to sec 156(3) and 200 CrPC.(thanks to guidance by experts like you).
As per your advise it is best to file complaint u/s 200 CrPC along with application u/s 156(3) CrPC
Likewise there are 3 possibilities:
1. Complaint only u/s 156(3) CrPC
2. Complaint only u/s 200 CrPC
3. Complaint u/s 200 along with 156(3) CrPC.
The only problem I am facing is that the Opposite Parties/respondents(answer pertaining to each above 3 case required) has to be;
A. Police , who didn't registered the FIR
B. The accused, against whom FIR was not registered.
C. Any such person/authority who is important for the case.

Can one move to High Court challenging, inaction of police to register FIR directly without going to magistrate? When and how?

If a cheating case is falsly filed by a person against another person and the matter for which consideration was paid is subjudice can police take action against the person who is the victim( Against whom the complaint was filed)
What action can police take against the victim using the criminal complaint /
the FIR ? How can the victim protect himself from police action?

Dear Sir,
One of my friend lost a criminal case in district court and also in high court. Now he approched a lawyer in delhi to enter his appeal in supreme court. The lawyer took an amount in advance for the case. My friend gave all case papers to the lawyer. Now the lawyer says that the appeal was not taken by supreme court. Now the question is how my friend can know that his lawyers did his work honestly or not? Did the lawyer try to enter the appeal?

Respected Sir / madam, I was beaten up twice by my room mate & the police didn' t take FIR. I want to file a private complaint in magistrate court in Borivali court (Mumbai) as i stay in a western Mumbai suburb,please tell me whether there is any limitation period for filing of private complaint in magistrate court in mumbai, as the incident happened in early Nov' 09. I undergone medical treatment & have all the bills, prescriptions & reports.
Please advise me on the same.

Dear All,
We have business in Bombay nd a Party in Punjab whose Same cheque was dishoured 3rd time, The Canara Bank has dishonoured the cheque on 6th Nov but I received the cheque physically yesterday i.e.15 Dec. On furthru query we found that the bank Sent the cheque from Punjab on 19th Nov by Post who delivered the same to the bank on 11th Dec. The delay I need to file a Notice against the company.
- Can you please guide me through the steps to be taken.
- 30 Days Notice period starts from the day of Dishonour of cheque by the Bank or the Date I received the Cheque in My hand??
- After issuing a Notice then what???

BACK GROUND
I have a consumer case filed by my father which is pending in the consumer court for the rectification of the wrong billing amount which is Rs 20000/- but after accumulating interest by the Electricity department made it to 80000/-
My father died now I am contesting that suit as his legal representative,
but the problem is that The line man and Junior Engg comes in 3-4 months that you are using the direct wires from the pole and running home apparatus.We would file a FIR complaint against you.
They several times removed my house electric wires from pole. but I again got affixed with the another line man.this process is continuing going on. For the permanent solution what is the way to use electricity at house without any mechanical disruption.

NEW FACTS:-
Today 15 Dec 2009 the JE, Electricty and Vigilance officer come at my home and misbehave to me and my family and took the meter out from the Board. I told the case is pending in consumer forum but in vain.
So onto this I am planning to file a criminal complaint against Government officers directly under Cr.P.C. will any exemption need for filling a case against government officers under CrPC
or
I will have to file a fresh civil suit under sec 80(2) with Sec 151 of CPC in the same consumer forum for immediate relief and prosecuting the offenders.
OR
What I will do against them ?

Sir,
I Bappa Ditta Guria S/o Ajit Kumar guria bought 50 sq.yds. Plot bearing Khasra No. 232/141 situated in Block G, Phase VI, situated at village Aya Nagar from Shri Dharam Pal S/o Shri Atar Singh R/o house no. 21, Harijan Mohalla, Aya Nagar, New Delhi.
I paid Rs. 50,000/= (fifty thousand) to shri Dharam Pal on 24th NOV. 2004. In the presence of Shri. Jagdish (Jaggi) S/o Shri Inder Raj R/o 24 Aya Nagar Extn. New Delhi and Shri Vijay Kumar S/o Bani Lal R/o s-194/R12, Jawahar Camp, Safdarjung Enclave New Delhi 110029.
Vijay Kumar is the person who persuades me to buy said plot and Jagdish (Jaggi) is the Property dealer who is the man of Dharam Pal and Dharam Pal is the owner of the said plot.
Dharma Pal declare that the said plot is free from all kind of encumbrances such as prior sale, mortgage,, gift, will, line, litigation, disputes, lease ,loan, acquisition, notice, charges etc. but when I start foundation work and order the material which is required for the foundation then one man came and claim they said above mentioned plots belongs to him then i contacted to Dharam pal and Jagdish (jaggi) they said u leave this plot we will give u another one against this as soon they are planning to cut another colony they assured my client that he will be give alternate plot.
Since then they are assuring or reassuring to me that soon i will get alternate plot but its looks like they don’t have intension to give any plot to my client they just cheating or fooling him around or just passing the time. Recently when I am trying to meet them they just avoiding me and they have changed their mobile nos. also when i went there to meet them in person they start threat me that if my client will go to the police then i and my family has to face the consequence
