which are the offences under which court can go for warrant and proclamation of offender?

In the case of Section 138 of negotiable instrument Act, if we does not know the where about of the issuer of cheque who has bounced the cheque, can we file an application for proclamation offender against him in the court?
sec 119 ipc provides for punishment to public servant for offences punishable with death and LI..if offence committed no problem 10 year it is.
but if not commited then 1/4 term of longest imprisonment proided for offence.
MY QUESTION IS HOW SHALL WE CALULATE 1/4 OF LIFE.we will have to see section 57 ipc for fraction of life which is 20 year.
SO 5 YEAR IMPRISONMENT SHALL BE GIVEN TO PUBLIC SERVENT.5 is 1/4 of 20.
i shall be obliged if some expert check me and find me either right or wrong,thanx.

Sir, In an scooter accident case in Delhi, the court after considering plea bargaining has released the accused on 6 months probation. Please clarify whether it will be adverse impact for obtaining passport, continuing govt. job etc. Further, kindly also intimate whether personal bond and surety is necessary in view of above judgement. The case was registered under Section 279, 304-A IPC.

Dear, My brother has charged in section 279 /337, in road accident, my brother was on two weelar bike and hit a pedi. man and pedi. man was havy injured and admit in ICU, and police man arrest him & go for medical, in medical found alcohal (Positive) and in MLC write BRC Meter are not working, Alcohal smell +, admited person accepted taken alcohal & police charged above section and mention the drink and hit to pedi. man, kindly suggest me how can i go out from this situation and what is panishment in this section.
Will Insurance company pay claim if third party demand for claim.

Is it necessary to apply application for proclamation of offenders in cout. or the court will do it without the request of the plaintiff?

What is the remedy available to the landlady who received a cheque from their tenant of Rs. 70,000 as a rent got bounced? After bouncing the cheque the said tenant left the house and now the landlady don't know the address of tenant as she wanted to go for proclamation of offender.
