Amount of premium

Dear Sirs,
i have posted my query few hrs back but stil not receive any reply .
kindly guide me on following:
whether the amount of nazrana i.e. premium is fixed by the collector for ocupant class-II land,or it is vary case to case basis, what are the basic procedure in converting the land from occupant class-II to occupant class-I,
