143 /but no dhakhil khariz

I am going to purchase a Plot from a builder which is already converted into 143(change of lamd use.). When I search the Kharsa No in bhulekhe.up.in (Lucknow /Sarojni Nagar/ Village), its showing the name of Kishan (Name of the farmer from whom builder has purchased the property). The builder has done the registry with the farmer but not done the dhakhil Khariz . So, is such type of land is safe to buy.

Tell the seller to get his name entered in dhakhil Khariz, otherwise, you cannot purchase the property.
