Hello. Regarding second appeal under RTI Act, section 19(3) states that a second appeal against the decision under sub‑section (1) shall lie within ninety days from the date on which the decision should have been made or was actually received, with the Central Information Commission or the State Information Commission.

How shall I know if I should file the second appeal before the Central Information Commission or before the State Information Commission?

The information you are seeking is from a government of India organisation then the second appeal shall lie to the central Information Commission, whereas if it is from a state government organisation the second appeal shall lie to the State Information commission.
