Rti act jammu and kashmir

Dear Experts,

In west Bengal, a student of university or college can ask for his evaluated answer sheets under RTI act. I want to know if it is same in the whole counrty also. Especially I want to know the situation of JK. If there is any verdict of court or Commission, any history of such case, any success story.

Searching internet, I could not find satisfactory result about JK but several other SIC and CIC plus court judgments are in favour of the students/applicants. But JK is a special state, so I am asking whether the rules are the same there.

Yes, it has got its own RTI Act, of course well before the central act came into force.

I request to share this query with the experts and RTI activists of JK. I think, someone surely had asked for such information IN JK. But I failed to find any such case history. In the website of Jammu University, there is no such history also. So you all are my only hope.

Another confusion is the website (University of Jammu) says that the fee of RTI application is as follows (It was in the RTI act before 2012)

A request for obtaining information under sub-section (1) of section 6 shall be accompanied by an application fee of rupees fifty by way of cash against proper receipt or by demand draft or bankers cheque or Indian Postal Order payable to the Registrar, University of Jammu.

For providing the information under sub-section (1) of section 7, the fee shall be charged by way of cash against proper receipt or by demand draft or bankers cheque or Indian Postal Order payable to the Registrar, University of Jammu at the following rates:-

(a) rupees ten for each page (in A4 or A3 size paper) created or copied;

(b) actual charges or cost price of a copy in larger size paper;


Whether the RTI rule 2012 JK says:-

CHAPTER ll
Matters Relating to Fee and Cost
3. A request for obtaining information under sub-section (1) of section 6 shall
be accompanied by an application fee of rupees ten by way of cash against
proper receipt or by demand draft or bankers cheque or lndian Postal Order
payable to the Accounts Officer of the public authority;
4. For providing the information under sub-section (1) of section 7, the fee
shall be charged by way of cash against proper receipt or by demand draft or
bankers cheque or lndian Postal Order payable to the Accounts Officer of the
public authority at the following rates:-
a. rupees two for each page (in A4 or A-3 size paper) created or
copied;
b. actual charge or cost price of a copy in larger size paper;
c. actual cost or price for samples or models; and
d. for inspection of records, no fee for the first hour; and a fee of
rupees five for each fifteen minutes (or fraction thereof) thereafter.
5. For providing the information under sub-section (5) of section 7, the fee
shall be charged by way of cash against proper receipt or by demand draft or
bankers cheque or lndian Postal Order payable to the Accounts Officer of the
public authority at the following rates:-
a. for information provided in diskette or floppy rupees fifty per
diskette or floppy; and
b. for information provided in printed form at the price fixed for such
publication or rupees two per page of photocopy for extracts from
the publication.

My question is, which fee structure is applicable? Can the university ask more fees if they want? Or it is just an old fee structure that is not applicable after 2012?
