Parking allotment by co-op hsg soc committee

Hi,

I have bought flat in 2006 in one co-op Hsg Soc in Mumbai. When I bought flat I didnt have Car and so not applied for parking. Before 2008 the committee had allocated few parking on permanent basis to few of society memers in a lottery system. Now there are few members which have bought cars and have requested for parking. Our understanding is that if the number of Pakring is less than no of people requesting for allotment then according to By Laws 82 the allotment should be done on Lottery bais every year. The committee rgument is that they have allotted the parking on permanent basis and so they cannot open it for rellotment.
My Questions are,

1) Can amanging committee allot parking on permanent basis?
3) Can we push for rellotment on the basis of By laws no 82?
2) What can be done if the society and Managing committee dont agree?

no they cannot allot parking on permanent basis .

yes you can raise the issue and ask for fresh allotment .
