Non-Availability of Birth Certificate to Full Birth Cert

I am looking for a lawyer based in Gujarat who has experience of obtaining a Full Birth Certificate given Non-Availability of Birth Certificate (NABC).

The birth certificate I would like to obtain is for my late mother. She was born in 1940 near Jhagadiya, District Bharuch, Gujarat. She became a Britsh citizen in 1960s and expired in 1991. Her birth was not registered in India and I have no copy of her old Indian passport. The details and documents that I have of hers are: (1) place of birth in Taluka Jhagadiya, District Bharuch (2) School leaving certificate from Bardoli School (3) British passport indicating place of birth India.

I have contacted the municipal office and they can only issue a Non-Availability of Birth Certificate (NABC). However, I am still in the process of obtaining this document.

My questions:

1) Given Non-Availability of Birth Certificate (NABC) can this be converted to Full Birth Certificate ?

2) If possible, could someone recommend a legal expert based in Gujarat to undertake this work on my behalf?

Any advise would be much appreciated.

Pl.approach local lawyer.The JMFC of the areA HAS GOT JURISDICTION in such matter. The court can direct the authority to register your mother's birth date in the register.
