Non - availability of a case papers in a court.

I require certify copies of the case in a session court.I am applying for it since 2010.Case was filled by poice in 2007.We come to know about it in 2010.In such case police did not given noice to any party when it was issued in 2007 by court.
Now these papers are not available in court.In case register say nothing about case because there is no remark in case register about it status.I written to the presiding officer in this court many times since 2010.they passed an order to find this case but no relief I got.Papers still are not available.record show that this case is not in the current running cases.I want to know the status of this case.police says this case is sub - judice and refused me to give information about the case.I also written to the PO about this.At this time PO has forwarded to the Police station to give answer but inspite of six month the y have not reply. therefore I again written to the court.But this time i found that PO Shown no interest to listen me and asked their JC to keep my letter in record without giving me a chance to say anything.I have given my letter in normal format as we give to the public office.
therefore I need information about legal section under which I can apply to the court and Where PO has to listen me and bound to give me the certify copies of the case and information about the its status.
