What is maximum and minimum conviction under IPC 406, Is some one directly lodge an FIR under this section or move to Court to file case under IPC 406?

No minimum punishment is prescribed, but maximum limit is 3 years or fine or with both. To lodge FIR or to approach court directly both options are available.

Section 406. Punishment for criminal breach of trust

Whoever commits criminal breach of trust shall be punished with imprisonment of either description for a term which may extend to three years, or with fine, or with both.

COMPLAINT CAN BE FILED EITHER BEFORE THE COURT OR TO THE POLICE STATION.
