I want to know whether it is fair for IBPS to change the exam pattern just two months before the examination. Many candidates, including me, have been preparing for this exam for years based on the previous pattern, and such a last-minute change completely affects our preparation and strategy. On top of that, IBPS announced that there are zero vacancies for the Marketing Officer post, which came as a huge disappointment after years of preparation. Can such sudden decisions be challenged legally? Do candidates have any rights if these changes are made so close to the exam and significantly affect their chances?

While the situation feels profoundly unfair from a candidate’s perspective, the legal reality surrounding public recruitment exams in India is highly rigid.
However please note that a legal challenge usually only succeeds if they change the selection criteria after you have already written the Prelims or Mains exam (e.g., suddenly changing the qualifying marks midway through the process). Since the pattern change was announced as part of the initial release for this cycle, it is legally permissible.
IBPS does not create jobs; it is an autonomous body that conducts exams on behalf of participating Public Sector Banks. If those banks report zero requirements for a specific specialized cadre due to business needs or restructuring, IBPS cannot manufacture those posts.
Every IBPS notification contains a clause stating that “vacancies are purely provisional and subject to change.” Courts have repeatedly ruled that a candidate has a right to equal opportunity in public employment (Article 16), but no vested right to demand that a vacancy exist or be filled.
Filing a Writ Petition against IBPS is historically complicated. The Supreme Court (Rajbir Surajbhan Singh vs. IBPS) ruled that IBPS is a registered society/public trust and does not strictly qualify as "The State" under Article 12 of the Constitution. This means challenging their internal procedural updates directly through standard constitutional writs faces immediate jurisdictional bottlenecks.

IBPS exam pattern changes are generally considered a correct and necessary step to keep up with the evolving banking industry and filter out candidates with superior speed, accuracy, and practical banking knowledge. The Institute of Banking Personnel Selection (IBPS) continually updates its format to maintain rigorous hiring standards.

An institution provides education to interested students/ candidates in specific area, which is not a service provider besides the fact it is not a "State" for impleading in a writ.
