Father in law filed (through his daugther) a 498a case. Though its turned to be proven not correct.
FIL is recently sold one property & acquired another property. Does he have power to evade the income tax just because he is father of a girl child? Nor he has any PAN card?
If no how come he is not in the sight of the incometax laws. Hope the query is clear now.

got it, some day put up a tax evasion petition. then follow up through RTI.
Now question is where to put up TEP, is it in his office or at a court?

As you don't know, similarly, how the experts of this forum can come to know, how your father in law is not in the sight of the incometax laws?
If you have any information about tax evasion on the part of your FIL, you are free to directly approach the IT department with full facts.
