Rights of joint holder/s in chsl

In a flat in the CHSL A'is the first holder and B'is the second holder(son).
due to old age/ inability of A' to attend the meetings, can B' attend the meetings of the society and contest for the membership of the committee?
what are the rights enjoyed by B' and how do he get it? under what provisions of law? any procedure involved, then request to mention the same.Can B' the son become the secretary vide an election process, duly conducted.?

Sir,
If the CHS is in Maharashtra:
[1] Since his name is already on the Share Certificate, 'B' has to submit an application for Associate membership as per Appendix-5 of Bye-Laws no. 19B & 19C, the fee is Rs. 100/-.
Once he becomes an Associate member he can represent 'A' in his absence, he can vote at election of Managing committee, he can stand for election and hold any post if elected.
He remains an Associate member till 'A' wishes and permits, 'A' can withdraw the permission any time he wishes.

Sir,
Once he has submitted the form for Associate membership with the requisite fees and on acceptance of the form by the managing committee, he can contest the election, in place of 'A', and on being elected to the Managing Committee and on being appointed as secretary, he has to perform all the duties and responsibilities of the post. The responsibilities, of the members of the managing committee. are joint and several.
Please understand that his associate membership depends on the will and wish of 'A', his associate membership can be terminated as and when 'A' desires.
