from 01.04.2007 there is an amendment in in section 8(1) that, sale to government department against form 'D' declration has been removed and presently it is taxable at the rate of local rate of tax (same as without form'c)

if government is eligible to issue form'c' it will be 3% or local rate of tax w.e.l
