Is Casual Leave and Sick leave compulsory for a US based small BPO in Kerala?

It calls for more information to answer your query -- as to whether the BPO is registered or has any company rules relating to the benefit of leave and the capacity of the employee like whether governed by Industrial Disputes Act, The Shops and Establishment Act or Companies Act etc. In general, leave is not a matter of right and is always at the discretion of the management in India.
