Form 16

Do we have to provide form 16 to those employees from whom we have not deducted TDS.

Not mandatory for those employees from whose salary you have not made any TDS. You can however issue certificate of total salary and particulars of deductions for the year to an individual employee, if he needs to present a proof of his income to any authority/ organisation or for his personal record purposes, if you are not issuing salary slip each month.
