I applied for the post of constable. The letter for physical exam was dispatched through ordinary post on 22/7/2010 for the exam dated 5/8/2010. This letter was delivered by post office on 7/8/2010.when i met the dept. they deny any kind of help.What can i do now can i file a consumer complainant against post office for delay delivery.what is position in regard of ordinary post.

You cannot file any case against the department of post since you are not the consumer. The consumer was the police department which sent the letter.
The police department is not supposed to send such letters through ordinary post. They are bound to send the letter through registered post.
After receipt of the letter on 7.8.2010, when did you approach the department for physical test? In any case, you can make a complaint to the higher authorities in the police department, and demand a physical exam, since you are not at fault.
If they deny, then you may have to file a writ petition in the High Court. All these things can be done by you, only if you are sure that you meet with the minimum physical conditions for the post of constable and you are sure of success there. Otherwise, the entire exercise of making complaint, or filing writ petition etc., will become a waste.
Weigh your options and take action accordingly.

I think that beneficiary of service is also a consumer and he is competent to file complaint.please answer in this prospects.

This cannot be a case under CPA. However, U may approach the high court for remedy.
