Sbi-ppf death claim

Hi,

My dad had a PPF account in SBI with my mother as the nominee. He had passed away recently and we had gone to the bank for the claim.

They asked us to prepare the documents as per rules for nomination claim.

After producing all the required documents, they are saying that there is no nomination on the account in their computer records.

We have 2 passbooks of the account.

One is the old one in which entries used to be done manually by hand.
 It clearly shows my mother's name in the nominee column.

The other passbook is the computer printed one which was issued a few years back and it does not have any nomination printed on it.

However, the bank is agreeing that they are not able to find the account opening/nomination forms for the account in their records and seem to have misplaced it.

We have been visiting the bank twice or thrice every week since January 2015 as we are in urgent need of money, but they seem to be unnecessarily delaying the settlement.

The manager even asked us to produce a succession certificate if account opening/nomination forms are not found.

Misplacing the account opening/nomination forms is clearly an act of lack of responsibility from bank's end.

Is it legal on their part to ask for a succession certificate?

I request the advice of experts in this matter.
